OH I misunderstood.. Yes you are right. As soon as I reached level 31 the weapons I bought was fully upgraded.. Maybe it was after level 30, but yes you are right and that has nothing to do with Google play.

How do I get these upgrades on my tablet so that I can purchase weapons and be able to play with them on my phone ( which has these upgrades) ?

I have no idea... I have tried to do the same as you and I didn't experience the problem you mentioned, all weapons could be bought fully upgraded when I tried it.

I am not talking about sync, sync works fine. Are you level 27-31? If so, you may notice a different store set up on your original phone than on yout tablet.

I am level 31 and now I get what you are saying.. Sorry, I don't understand all English... I will try to install on another phone, I only play on my tablets, and see if I experience the same.
