How much does the new capes do?

The new up1 capes 'greatly increases weapon damage' and 'greatly accelerates reloading speed' and stuff. Does anyone know the exact percentage of these buffs? I might be able to afford only one cape during the weekend sale, so im not sure whether i should buy the storm trooper cape (if the damage boost is high) or the sniper cape (if the reload boost is high). Have anyone tested these capes? Or are they useless like the capes before the update?
 
Damge boost and reload boost takes no effect on you, I recommend you the cape regenerates an armor.

I haven't been able to compare damage differences, but based on reloading time differences I'd say about a 20% increase after both upgrades. I can't say if it's worth it, perhaps if you're mainly a sniper the reload boost would come in handy.
 
The upgrades of the cape boosts actully do effect weapon damage or reload speed which could be usefull depending on your playstyle
 
So does the accessories actually boost damage or not? Did anyone even tested it after the 9.3.0 update?
