No if u headshot a maxed Ruby armored player in the head it will .1.Shot.KILLL them :3 tested multiple times on moi and in multiplayer while moving around on jetpacks. You need a maxed out PSR-3 if u want to 1 shot kill tho.. Sigh.. But not a problems for me as I spent like 1000 bucks on this...
