At level 27 and above, I realise that PG3D becomes an interesting ROCK-PAPER-SCISSOR type of game. Life can be guided by many sets of tenets, or none at all. This is my current adopted mindset when playing in the meta, and so far it has served me well. I hope you will enjoy this, and take it with a grain of salt as I have returned after 3 years or so of absence. *Previously using skele sword and redstone as the endgame weapons, yes that's how outdated I am*

Each category has a unique purpose, as well as a nature that balances out the other two. Personally I rely on this framework to elicit optimal gameplay. I am no means a master in any weapon, but if you are, then I am sure these set of tenets I present here are well overshadowed by your own. Still, please enjoy my perspective if you can.

As we all know, the premium/special/etc categories are ever-increasingly diversified and mixed, so I'm categorising into 3 components.
A CAVEAT TO NOTE: THESE ROCK PAPER SCISSORS CATEGORIES REFER TO THE TOP TIER WEAPONS ONLY, at lower levels, everything is more interlinked and possible.

ROCK: We all know this, the crushing force. Storm Hammers are in my opinion, not really OP when you consider all the other contenders out there. I'm putting my opinion forth now. Yes, I thought the Storm Hammer was way OP at first, but after closer inspection, I found that it is reminiscent of the Skelete Dagger back during zombie gun 3d days, where it ruled side by side with redstone cannon.
The ROCK category, currently represented by the Storm Hammer in the meta, is a close range and elusive crushing force that destroys at close range. This is effective against the SCISSOR category. However, up against similarly skilled PAPER users will be your downfall. Unless you strike unknowingly, it will be tough to take down a PAPER user with skill level similar to yours.
Special Usage: Rely on sneak attacks. Use cover although it is extremely tempting to go Rambo on the battlefield. With the blessing of this weapon's speed, together with the smart usage of cover from other projectiles, I guarantee you will be easily forgotten by your prey assuming there are a few other players being active. In cases of 1v1, show yourself shortly and lure your prey into closed areas. Hey, it's a 1v1. It's a battle of patience. Just wait in cover and irritate the other camper. That's where you'll be able to unlock the hidden shine this mighty hammer holds. Besides, you might not be considered so nooby when you're using it prudently and not spamming it all over the place. Still, a RAMBO on the battlefield should still be conducted when many players are fighting amongst themselves. (Often PROTO vs PROTO close ranged situations). Important: When spotted by other Storm Hammer players, unless you have godsense timing, pick up the pace and run. Drop a grenade in the process and all is settled. (you have to master this timing and angle. often, a few failed grenades will result in further loss as the pursuer knows what you're up to). That's how you counter another SH.

SCISSOR: This category requires dexterity, skill and good sight. Easily the most skillful category due to the high amount of aim required, the Prototype UP2 and Exterminator UP2 currently embody this. However, when used in close range fights, many can consider the "skill" factor of using it that way to be diminished due to its destructive capability. However, even under such a scenario, it is nowhere close to the seemingly blindless rage kills when using Storm Hammer.
The SCISSOR category can be easily crushed by Storm Hammers with their high speed and evasion capabililties. When faced against its natural enemy, tremendous skill is required to take a storm hammer down especially when it comes closer to you. However, when using it against the PAPER category, its definitely going to grant you safety and results. The only downside is to be able to strike jumpers from the ROCK category down. Besides that, you're set to go.
Special Usage: After every kill, be sure to move a set distance away to prevent stalkers. Good way to do this would be to conceal yourself well + make your last known spot easily in view. Most of the time, it would be easy to spot your previously killed opponent searching for you around the area, unless he decides to take on the sniping role as well. Make sure to use the LEFT shoot button when stationary zooming to maximise aim and compensate for lack of movement. When dodging other snipers, use simple left-right movements. Do not walk backwards. I repeat, do not move backwards. Often, staying perpendicular to his view of you and moving left and right radically with pauses, is enough to throw off his aim.

PAPER: This category is not as common as the other 2. It is underrated in some areas while a few players are aware of its equally destructive capability as the aforementioned. Yeap, it's the Explosions category, namely the Solar Ray Cannon UP2, the Solar Disc Launcher (not official name, will edit when I am sure of it), *Bastion, and Anti-Gravity Launcher. Not packing as much speed as the Storm Hammer nor the range of the Sniper Rifles, one may feel the drag when trying to accomplish with this sector with the gameplay of the other 2 categories. However, this should only be selectively used for optimal gameplay. It has the semi-best of both worlds, with decent range and decent ease of use. Pair that up with unorthodox rocket jump capabilities, I dare say this is on equal footing as the rest.
The PAPER category is best suited for dealing with Storm Hammers. When timed right, the Rocket Jump gets you out of range of the Storm Hammer with good speed, and remember to use the double jump to sustain air duration. When Storm Hammers are rushing towards you, firing this in their paths will often cause them to evade, thus slowing them down in a sense. If they survive, they will be blown way off and lose their bearings momentarily. Definitely the better choice when it comes to multiple Hammer users or when you are fatigued of aiming with sniper rifles. However, this category falls prey to the sheer range of sniper rifles, and with such relatively slow projectiles, you're at a evident disadvantage against the SCISSOR category.
Special Usage: The PAPER category has one more peculiar usage that I feel will become extremely controversial once this spreads. The power to suicide in a quick amount of time with this can indeed deny your opponents of their killing you. I feel this to be the MOST nooby move to ever exist, even more so than the Storm Hammer spamming. This can almost out-troll a Hammer user 100% of the time. Limit usage of such a move. This is the final barrier when defending against a Hammer user. At full armor, SH requires 2 hits to kill. As long as you kill yourself before the second hit, the opponent only gets 5 points and 0 kills compared to what he can rack up (up to 60+!).

I play the 'Scissor' style most of the time. However, I switch to 'Paper' if there's another 'Paper' guy or a 'Rock' guy in the server annoying me.
Is the Storm Hammer the only weapon that belongs to the 'Rock' category?

Technically speaking, the wand that creates a ball of fire around you can also be considered to be a ROCK category. However I'd name it a "soft" rock as it doesn't have the speed as well as crushing power

You should've been around back when the Dragon Wand was all the rage. Could shoot through walls, and was wayy too OP for it's own good. Would perhaps be an early "rock" equivalent if compared to today.

Dude I've been around since the game was called zombie gun ;)

There actually was an easy counter to the wands and bows, which was simply to remove your name so they can't locate you through the walls, but after an update they removed the ability to see names thru walls except ur team

Redstone for mid range rambo, skeleto sword for quick massacres and wand/magic bow for elusive opponents. Master those 3 beasts and get easily 60+ kills in a 5min match in smaller maps
