If this weapon is to be aimed to the full-armored players, then it takes 2-3 headshots to kill them.

20x zoom is overkill in so little maps I think.. I will say 14, then it will be my dream weapon :-)

Yes(IRL at least). Some sniper rifles are bolt action snipers. Bolt action snipers focus on firepower rather than fire rate which makes the strongest sniper rifles. For example, AWP, Z29 etc.

I made this weapon a full power since i lowered its fire rate to 69.

Nope, it is how fast it fire.. If firerate is 67 it takes a long time, when you have fired a shot, before you can shoot again. I think that what you call power is called efficiency in the game, but you can't trust the stats.. A weapon with 22 efficiency can take a player out with 2 shots and a weapon with 26 efficiency uses 8 shots.. I have tried to make sense of the stats and I think that it is per second, but this is just a theory though.
