Why is Windows lagging behind in terms of updates?

Whenever there is an update, I have to wait at least two months for it to be released onto Windows, I'm just wondering, why?
The game has increased in popularity with Windows, in terms of what I can see, so what exactly is the problem?

 

Maybe because iOS and Android are still the majority of the game's population? Not too sure.

 

^^ apple and android definitely hold most of the market. Also, windows is apparently harder to develop on (in case you haven't noticed the clear lack of apps in the windows store), which would make updates take more time, as well. This last update was only 2 weeks behind, I believe.
